I highly doubt it. Hell, I know VERY few North Americans and Euro's that admit to their even more socially acceptable fetishes, let alone one that verges on pedophiliac tendencies.

As for the used panty vending machines, they certainly do exist, however the two that I have seen with my own eyes, have been tucked away in Akihabara. One was inside of a fetish shop that also sold actual child porn while the other was in a used clothing store in Akiba that sold a variety of clothes from north american style clothing to the actual school uniforms of various high schools.

The picture of "lolis over urinals" is a photoshop. It is not real and regardless, it is still depicting CARTOON characters -- not real junior idol girls.
Panty vending machines are not the "norm" in Japan. It isn't like Japan is this magical pedo-land paved in pocky with panty vending machines on every corner. There are ordinances banning the machines now and even before then it was still a rarity that you might encounter in a red light district.
As for photobooks depicting minors, most of what you see being posted is stuff from the 90's and not very recent. For example, Chiaki Kuriyama's controversial photobook would not be made/published today because it would be ILLEGAL under current Japanese law. Obviously this stuff exists because Japan has a fixation with childlike innocence, which was at one point in time legally condoned; but laws are finally starting to change.
Junior idol books released now are NOTHING like the Chiaki Kuriyama's photobook or the more blatant chiporuno produced in the 90's. The girls aren't bearing all and there is a concious effort being made by their producers/managers to retain their innocence and marketability to wota fans, who are EXTREMELY conservative about how their "ore no yome" are portrayed. There isn't much being exposed beneath a foot of chiffon padding in their seizure-inducing ballerina skirts either (thankfully).
The question here however was whether or not Japanese men would ADMIT such an interest, not whether or not some ENTERTAIN the interest (which we already know to be true). The answer is no, it is not something a Japanese man would be open about with family, friends, or acquaintances. Even if they met other "fans" at a junior idol concert who they suspected shared the same attraction, it is unlikely that they would share it with them, because it would be too embarrassing/shameful. They might be less inclined to do so in fact because believe it or not, many wota are so ardent in their fandom that they cannot bear the sexualization of their idols.
No matter what you might think from browsing the "loli" section of this site, pedo crap like this IS NOT a socially accepted cultural norm in Japan. It is not "common" for adult Japanese men to lust after 12-year-old girls. It is not "common" for the ones who do to discuss it openly outside of anonymous settings like 2ch. Just because a market exists for it does not mean Japan is open about it. The only reason this kind of blatant child exploitation continues to go on is that the yakuza has a heavily vested interest in the industry.
It bothers me that the prevalence of this stuff online has given people the impression that it is somehow "normal" for Japan, or even worse, "normal" for Japanese men, when it is not.
