It's an audio format, like mp3 or aac. There's many software that support it, I use either ffmpeg or opus tools but both are command line.
Since I get asked all the time something like that here and I use mostly command line stuff since I automate these things which doesn't make for the best suggestions, I looked into audacity and it can actually do pretty much anything people here want to do with their audio.
You can get it here https://www.audacityteam.org/download/windows/, but if you want to convert to opus or open a video file directly to grab its audio, you'll also need to install ffmpeg so that audacity can use it following their tutorial here: https://support.audacityteam.org/basics/installing-ffmpeg
You can also downmix to mono or raise the loudness with it and many other audio editing stuff.
Edit: Only thing it can't do is extract audio from a video and save it untouched since it loads it as uncompressed looks like.

I require your advise, if you can spare five minutes for me. I wish to make a subtitle for a JAV with the code KV-189. I searched the sites which sell subtitles for JAV movies, but none of them had the subtitle for this movie, so I decided to try to create one myself. I have been reading this thread for a few months, but I can not use the Whisper program, because my laptop is not strong enough (old machine). I want to create subtitle for this movie, because I am curious to hear what the actors talk about (I started watching JAV last year, because of the censoring, I hate seeing big male genitals in the European and American movies, they make me feel bad... I am insecure about myself, but the censoring in JAV allows me to enjoy the movies... I know, I am a weird person).
So, what I tried is to listen to what the actors are saying and then write down what I hear. I relistened the movie for five times and I corrected what I wrote. Then I copy pasted what I wrote into google translate with the hope that these words will be corrected, but I had no luck.
I will copy paste here what I wrote so far. And, maybe, if a person who speaks Japanese, and has the time, maybe you can correct these words? Or give me an advice how to create my own subtitle? Or maybe even recommend me a site where I can buy the subtitle, if it already exists? I intend to create more subtitles for the Knights Visual movies, because for some reason I like these movies.
