The only thing that's forbidden is the exact same video file. Any re-encoding or significant processing means it's no longer a "re-post" and is allowed.

If by "re-rip" you mean "re-encode", then that's also allowed.

A different encode is not considered a "re-post", so you can go ahead with your upload. I'm not sure about a torrent mirror of a Exclusive Uploader's DDL, the staff haven't discussed that scenario yet.

No, you have to pre-process the VIDEO_TS files first. Strip the extra angle(s) out with either DVD Decrypter (easy), DVDShrink (easy), or PGCEdit + Vobblanker (hard).
